Inequity in access to higher education in China: A perspective of uncertainty in financial aid before enrollment

Abstract:

In China, little information about financial aid is informed to higher school students before college enrolment, which causes lack of awareness about aid programs, misinformation about college costs, and missed aid application deadlines. The impact of uncertainty of financial aid before enrolment on rural students is different from that on urban students because for rural students, it may discourage or distort their college decision, especially for poor students with middle and lower level of academic ability. They may instead choose free normal education, military schools and cheaper agriculture majors, or even give up the plan of going to college. Even if some of excellent rural students enter college, inadequate preparation for applying financial aid before enrolment would prevent them from possible financial aid that they are eligible for. I want to investigate how the uncertainty in financial aid policy before enrolment causes distortion in college decision and to which extent it brings inequity to poor students after enrolment of college.
