Young People and Privacy Online: Policy and Activism From Canada

Abstract:

Canada has played a formidable global leadership role in advancing children and young people’s online privacy awareness through advocacy via international resolutions and the development of innovative privacy literacy campaigns. This paper examines Canadian debates about online privacy legislation for children and youth, highlighting interventions by the public interest organizations the Public Interest Advocacy Centre (PIAC) and the Canadian Internet Policy and Public Interest Clinic (CIPPIC), focusing on the latter’s 2008 complaint to the federal Office of the Privacy Commissioner (OPC) alleging violations of Canadian privacy legislation by Facebook. The paper also examines several youth-oriented privacy education campaigns initiated by privacy commissions, but concludes that despite these inventive initiatives, current Canadian privacy legislation needs to be amended in order to effectively protect children and young people’s online privacy in the public interest.
