Abstract:

The role of Caribbean trade agreements has often been neglected in most studies about Western Hemisphere economic integration. This paper examines the paradoxical role that the Organization of Eastern Caribbean States (OECS) has played in forging political and economic integration among the mini-states of the Eastern Caribbean, while at the same time impeding deeper economic integration within CARICOM and slowing progress towards the Caribbean's full integration with the global economy.
