Towards an architecture of a global dissasters management regime:A global response to a global challenge

Abstract:

The string of massive disasters both nature -caused and man -caused experienced by human societies over the last 25 years,has called attention and sharpened cognizance of states and international organizations to the urgent need for effective management mechanisms for pre-disaster preparedness and post-disaster coping .This paper offers a bold proposition for responding to this global challenge.It suggests the construction of an institutionalized global regime ,involving all or most state actors, that will coordinate and direct all efforts at preparedness and coping by a single central authority.The regime will assist in dealing with dissasters affecting both single countries and transboundry crises.

The paper sets out the range of issues that will have to be address by this Global Disassters Management(GDM) regime.It analyses the interface among the political ,psychological,societal ,economic and legal dimensions of these issues.It then argues that a holistic institutional approach is superior to ad- hoc mechanisms for disaster management.
