Economic Success: Are Charter Schools the Answer to Inner City Education Woes and Poverty?

Abstract:

Since 1992, charter schools have become an increasingly attractive approach to educational reform in the United States with many public charter schools opening to address the needs of low income, minority, or traditionally low performing students. These educational reforms have motivated researchers to construct theoretical frameworks aimed at uncovering the complex effects of educational reform on income distribution, intergenerational income mobility, and economic welfare. However, empirical research on the success of public charter schools in addressing these effects has not been unanimous and conclusive in their findings.
This study is designed to address the theoretical shortcomings of previous studies of charter and non charter public schools and to empirically compare the educational outcomes of the students in charter and non charter public schools in Maryland. A regression model is used as a basic gage for measuring school performance in comparing schools and their performance variables in this study. Statistical comparison results are used to determine if public charter schools perform differently from public non charter schools. Subsequently, the point estimates are applied to formulate policies and or policy reformation which will reduce the income inequality gap, improve intergenerational income mobility, and reduce poverty in the long run for inner city African Americans in the state Maryland.
