Abstract:

The United States’ educational purposes and policy intents are often unrealized in educational practice (Vinovskis, 2009). This study was undertaken to describe P-12 districts’ responses to legislative mandates, seeking to understand how P-12 districts respond to policy mandates; test organizational theories for their value in predicting districts’ responses; elaborate a model for explaining districts’ responses across contexts; and evaluate policies for their instrumentality in leveraging improved student outcomes.
