Abstract:

Numerous states have experimented with vouchers, charter schools, and other innovations that have expanded educational options in elementary and secondary schools. Scholars have noted a wide range of effects of these "school choice" programs on educational performance, parental involvement, and the resources and market share of traditional public school systems. Little is known, however, about the role of non-voucher school choice policy - notably charter education - on options for private religious education. This paper is a case study of the effects of charter schooling and other factors on enrollment at a large non-parochial Christian school system in the upper Midwest. The study suggests the importance of several policy, cultural, and organizational factors in explaining significant enrollment decline at this school system from the 1960s to the present, including the advent of charter schooling and other choice policy in the early 1990s.
