Progressive teacher union and school and teacher accountability policies in the new Korean conservative government

Abstract:

The proposal has two main purposes: (1) to examine the reasons why the progressive teacher union objects to teacher accountability policies in South Korea in the new Korean conservative government; and (2) to analyze whether these reasons are valid. As teacher accountability policies in this proposal, teacher evaluation for capacity-building and performace-based pay (merit pay) system will be analyzed in terms of politics and policy values of education, because these policies are related to efficiency and excellence that neo-liberalism emphsizes. The research methodology used in this proposal will be literature review, in particular the reviews of the comments from the Progessive Teacher Union. The main findings of this proposal are as follows. First, the main reasons for the progressive teacher union to object to teacher accountability policies are the negative effects of competition among teachers on education and their job security. Second, these reasons are contrary to the global trends in improving teacher and teaching quality.
