Abstract:

The objective of the panel is to present an innovative conceptual framework for understanding the ways in which education services affect stability in fragile and conflict-affected environments. This presentation will introduce the panel and the conceptual framework that underlies education programming in conflict affected environments. Specifically the presentation will analyze the complex dynamics of education and fragility using examples from Afghanistan, Bosnia Herzegovina, Liberia and Cambodia. A questions and answers session will follow.
The conceptual framework comprises several comparative lenses: first, the positive and negative roles that education plays in exacerbating or mitigating fragility; second, the nuanced spectrum of the impact of education on fragility; and third the implications of these analyses for education policy and programming choices in fragile and conflict affected environments.
By focusing on the mitigating role that education services can play in fragile and conflict-affected environments, the panel contributes to the theme of the conference. It provides a specific lens on the liberating role of education by analyzing how drivers of fragility or conflict such as exclusion, corruption, violence, lack of capacity, manifest themselves in the provision of education and how education services and system may be used to potentially reverse these patterns.
