Abstract:

Addressing basic data and the development of knowledge systems early is an essential part of both an early response and one that can be sustained and developed over time. The IASC (Inter-Agency Standing Committee) Education Cluster requires shared information and knowledge as foundations of decision-making, but an agreed set of tools or processes does not exist for initial assessment of education in emergencies. This paper outlines a process for the Cluster to identify its information management (IM) needs and practices at country, regional and global levels, and to suggest appropriate IM solutions to address identified gaps with a view to improving practice and, ultimately, the ability to offer appropriate education opportunities in fragile situations.The research relies on interviews of 40 selected Cluster members and desk review of reports.
