Understanding the challenges facing scholarly communication in Latin America

Abstract:

The Latin American scientific community faces several challenges and barriers that hinder their participation in a global system of scholarly communication. Underneath these challenges lie questions related to quality, prestige, bibliometric indicators, impact measurements and the role of the academic journal as a medium for scholarly exchange. While it is known that the academic publications in the region are still undergoing a process of consolidation, the work carried out by groups such as CLACSO, Latindex, RedALyC and SciELO, combined with the efforts of editors, universities, and science and technology councils has increased the visibility and access to Latin American scholarly publications. Simultaneously, these processes have generated new challenges and questions. With these questions in mind, we considered it important to analyze the current state of academic journals in Latin America in order to better understand the necessary steps to strengthen these publications. The study presented draws on 230 surveys on journal publishing and nine journal publishing workshops, as well as on interviews and additional meetings with a wide range of stakeholders in scholarly publishing (including editors, university publishers, and national science foundation directors) from 11 Latin American countries in 2007 and 2008. Through the surveys and interviews, we explore various aspects related to academic communication, including editorial processes, economic models, indexing systems, incentive structures, and other problems facing academic publications in the various parts of spanish speaking latin america. The results of this research allows us to gain a better understanding of the complex reality and to get a better sense of the problems facing the region, as well as to come up with a few solutions.
