Consolidation, institutionalization and innovation for the Moroccan education system – Project ITQANE

Abstract:

Improving Training for Quality Advancement in National Education is both the name and goal of USAID’s 4-year teacher training project for Morocco’s middle schools (2009-2013), executed by Creative Associates, International Youth Foundation and Al Akhawayn University in Ifrane. The Arabic meaning of ITQANE is mastery or perfection, which is the high level objective of the project’s efforts to consolidate past experiences and institutionalize teacher training and school leadership training modules within Morocco’s education system. ITQANE supports the Education Ministry’s current Emergency Plan in its ambition to reform teacher training to better meet the needs of Moroccan youth going out into an increasingly borderless and competitive world.
Three ITQANE innovations are particularly relevant to the goal of freeing school leaders, teachers and students from the confines of inert pedagogical practices: Change Management training to support teamwork and proactive strategizing to support student learning within the process of developing school strategic plans; E-learning to enhance pre- and in-service teacher training; and Life Skills – using the experience of IYF’s successful Passports to Success program to reinforce skills of middle school students.
This presentation will describe how ITQANE and Ministry actors are working together to implement the parallel processes of consolidating past training experiences, institutionalizing the adapted school leader and teacher training modules into the Ministry’s evolving teacher training structures, and integrating innovative elements into the new system. ITQANE supports the Ministry as it changes teacher training to promote improved student learning and thereby liberate youth to steer their aspirations towards the future.
