Learning from assessment system reforms in other countries

Abstract:

One of the global products being developed under READ is a series of case studies on what particular countries have done to develop their educational assessment systems. This presentation describes findings from a recently completed set of case studies that focus on how seven countries (Australia/Queensland, Brazil, Chile, Korea, New Zealand, Russia and Uganda) went about strengthening their enabling environments (a concept that encompasses a country’s assessment-related policies, leadership, institutions, and fiscal and human resources) for assessment activity. The case studies describe the various mechanisms (e.g., new laws, additional budget for staff training), and drivers (e.g., political or public pressure; leadership; change in government; international, regional, or national event or trends) of the changes involved. The presentation concludes with key lessons learned from these experiences that are being applied to global and country-level work under the READ Trust Fund program.
