Abstract:

OSF’s Education Support Program together with five partner organization decided to have a closer look at discrimination in education in Europe. While there is an impressive body of literature around exclusion of minority and migrant students most of it neglects to take into account the voices of those excluded and if often lack constructive recommendations. The partner organizations chose the model of Citizens’ Panels – a participatory bottom-up approach for engaging communities – to gain new insights and to give disaffected youth the chance to speak out. Constraints in accessing quality education, discrimination in schools as well as segregated learning environments were among the issues the participants discussed. Disaffected youth, teachers, social workers, local policy makers and parents were encouraged to think about solutions and to evaluate existing support programs. Together these groups identified policies and pedagogical practices to enable them to excel in their educational and professional careers.
