ICT for educational assessment through digital data collection

Abstract:

The use of early reading assessments have been increasing worldwide in recent years, due to the need to have reliable information on student outcomes and progress, with literacy being a key indicator of the quality of school systems. Nevertheless, to implement large-scale assessments in a reliable and consistent way requires an investment of resources—both human and material. In addition to the actual data-collection costs, this includes time to train, administer, supervise, and perform data entry and analysis, and then to summarize the results in a useful presentation for each assessment. Given the pervasiveness of mobile phones worldwide, and increasingly affordable and ubiquitous portable computing devices such as netbooks, incorporation of these types of electronic solutions could be the next major innovation in literacy assessment, particularly for ongoing, high-quality data collection and analysis. A digital solution is expected to reduce costs of test administration while increasing data quality.

This presentation will present the findings from an internal research and development project being conducted by RTI International to develop a digital data collection solution specifically for the Early Grade Reading Assessment (EGRA) model. The research stage combines review of similar existing practices in education and health, with detailed review of the characteristics of other possible hardware solutions. The development stage involves selecting a hardware model and building the interface that will allow for digital data entry, testing, and projecting cost savings for a large-scale assessment. The presentation will discuss design challenges, and findings related to the anticipated cost implications of alternative approaches.
