School choice in China, Japan, and Korea

Abstract:

One of the popular education reform initiatives in many countries is the school choice policy which emphasizes parental choice and competition among schools. Many countries have been trying school choice to pursue autonomy, accountability, and choice. In addition, at a secondary level some countries intend to promote diversity and specialization and equity. However, opponents against the school choice argue that those policies exacerbate equity and do not improve the students’ achievement in education.
There has been many research and findings of School Choice in the USA and European countries, however, few research has been conducted for Asian countries.
By analyzing the cases of East Asian three countries on school choice policies and research evidences, I am to examine the following questions:

1) What is the background of school choice and the historical situation in China, Japan and Korea?
2) What are the underlying assumptions and objectives of school choice policy in each country?
3) What types of programs does school choice have in each country?
4) What are main issues in the school choice policy debates and how does the evidence support or contradict it?
5) Referring to 1-4, what are the differences among those countries?

Based on these research questions, major findings are 1) each country has a different education system and institution autonomy leads to the improvement of students' achievement through school choice program. 2) Religion issue which is critical in the debate of school choice in the USA is not a primary one in Asian Country. 3) Research shows the different results about the effect of school choice program, however, parents and students are satisfied with their right to choose a school.
