Abstract:

The Quality-ED Steering Group has commissioned in 2010, under the lead of EI, a study/research on the ingredients of a generic competency profile of primary teachers. The purpose of the study was: to review, analyse and evaluate existing competency profiles of primary teachers, nationally and internationally, with a view to identifying their main features; and to develop a set of recommendations to be taken into account by national policy makers and international organisations when developing such profiles or reviewing existing ones. As international comparative study, it offers perspective of the diversity of various contexts and approaches worldwide. However, given the limits of time and other resources, the study should narrow down its scale to the sample of examples of practices from all regions - Europe, Americas, Africa and Asia. The study combines quantitative and qualitative approaches. It is quantitative in collecting and analysing in systematic way the most available published secondary data on the world level; the consultancy with teachers' unions is quantitative in the way that it intends to gather maximum responses to the very few questions, however, it contains qualitative aspect as it also intends to collect in-depth data through the sampling of some countries in different regions in which respective unions would be the prime source.
