Abstract:

The third panelist will draw upon examples from the USAID-funded Education Quality Improvement Program (EQUIP1) Education Reform Program (ERP) project in Egypt, to share lessons and challenges on effectively implementing standards and assessment in this project. ERP uses a process of School-Based Reform to empower schools and communities to direct their own educational change process. SBR is based on a partnership among the government, schools, and civil society to provide the skills and knowledge needed to effectively implement the Egyptian national standards for students, teachers, and schools. ERP has provided technical assistance and training in the measurement of learning outcomes to the National Center for Examinations and Educational Evaluation (NCEEE). It designed, developed, and implemented standardized achievement tests in grades 4, 8, and 10, with a focus on critical thinking and problem-solving. ERP also provided technical assistance for the national Teacher Cadre tests. The project also supported formative assessment in grades one to nine. The panelist will join the other presenters in a panel discussion, which will invite active participation by the audience, if a holistic reform concept involving standards and assessment should be in place from the outset of an education system reform effort or if different components can be added over time.
