Abstract:

The fourth panelist will draw upon examples from the USAID-funded Education Quality Improvement Program (EQUIP1) EXCELENCIA project in Nicaragua, to share lessons and challenges on effectively implementing standards and assessment in this project. EXCELENCIA’s overall objective was to expand nationwide in Nicaragua an enhanced educational model that promoted active teaching and community participation, which was strengthened by the application of a reformed curriculum based on competencies and which incorporated the educational needs of indigenous peoples and ethnic communities. The project assisted the Ministry of Education in developing and validating school materials based on a new curriculum using a competency-based methodology. From 2007 on EXCELENCIA focused on the development of standards-based assessments for grade 3 Mathematics and Reading (both formative and summative) which are aligned to the new curriculum in Nicaragua, and collecting and analyzing result in a sample of schools on an annual basis from 2007 to 2009. The panelist will join the other presenters in a panel discussion, which will invite active participation by the audience, if a holistic reform concept involving standards and assessment should be in place from the outset of an education system reform effort or if different components can be added over time.
