Cross-border higher education for regional integration: Analysis of the JICA-RI survey for leading universities in East Asia

Abstract:

Set against the backdrop of increasing economic interdependence in East Asia, the idea of “regional integration” is now discussed as a long-term political process in the region. Based on the result of a comprehensive Japan International Cooperation Agency Research Institute (JICA-RI) survey conducted for 300 leading higher education institutions, in ten Association of Southeast Asian Nations (ASEAN) member Southeast Asian countries and three Northeast Asian countries (China, Japan, and Korea), this paper aims to envision the direction of a future regional higher education framework in East Asia and consider the policy implications of the internationalization of higher education in East Asia in the context of regionalization. The findings related to the “activeness of cross-border activities” suggest that conventional activities are currently perceived to be more active than innovative activities but that the level of activeness of innovative activities will increase extensively in the future. Regarding the “significance of expected outcomes,” academic and political expected outcomes are perceived to be more significant than economic expected outcomes, which are nevertheless expected to be more significant in the future than at present. Lastly, in terms of region of partners, the universities in East Asia consider universities in their own region to be the most active region of partners.
