Insiders’ Perspectives on the System of Early Childhood Services in Arizona |

This paper discusses the process of developing an interview protocol, selecting participants, and conducting interviews with early child care professionals. With an open-ended, semi-structured interview protocol, initial interviews were conducted with 110 stakeholders representing 11 Regional Partnership Councils (RPC) from six categories: health care, education, childcare, family support and umbrella agencies. These stakeholders provided the evaluation team a local perspective on services for families. From this group 6 stakeholders per RPC were invited to participate in focus groups to further discuss the positive and negative aspects of the system of services.
Preliminary analysis of stakeholder interview data reveals the challenges the stakeholders encounter in trying to meet family needs, intra-agency collaboration, involvement with funding agencies (i.e. FTF), personal concerns about program closures as a result of the current economic climate and recommendations for enhancing the system of services. This data compliments the already rich data gathered in the primary caregiver interviews. |
