For instance, Deng Xiaoping, the second generation of Chinese top leaders, embraced the concept of an ―information society‖ in the 1980s. 33 Jiang Zemin, the third generation of Chinese leaders, set the policy framework for greater access to government information and decision-making process in the 1990s. 34 Hu Jintao and Wen Jiabao, the fourth generation of Chinese leaders, openly acknowledge the values of establishing a transparent government. In March 2004, during the NPC meeting annually convened in Beijing, Wen Jiabao called on the executive branch to establish a system of ―open government information.‖ 35 At that time China’s government leaders began explicitly to mention ― i nstitutionalizing‖ a nationwide OGI legisla tion. 36 Academic leadership also played an important role in crafting the OGI Regulations.
