The New Architecture of Economic Integration: Economic Constitutionalism or Economic Governance?

Abstract:

The banking crisis and consequential sovereign debt crisis has given rise to a new legislative and coordination architecture intended to promote fiscal discipline and restore budgetary prudence poarticularly for states that belong to the Eurozone. The rhetoric which has accompanied reform has spoken of the return of the 'Community Method' as a backstop against the forces of 'intergovernmentalism'. Yet the package of measures creating this new governance architecture combines both traditional elements of EU rule-making with more novel mechanisms of policy coordination. In evaluating this new architecture the paper also addresses the linguistic characterisation of this as an area of economic 'governance' rather than of economic 'constitutionalism'. The paper questions the implications of this distinction and its capacity to direct and distort disciplinary analysis of EU economic integration.
