Global Criminal Markets and Global Criminal Policy Knots: Trafficking Antiquities in Socio-Political Context

Abstract:

Global criminal problems tend to be divided up for analysis (the war on drugs, the war on terror, the problem of corruption, etc) but when we look at the empirical reality of these strands, they are not only intertwined but actually ‘knotted’ together in such a way that makes the problem impossible to untie with reference to one strand alone. Consider, for example, the situation in Afghanistan which currently involves all three of the problems mentioned and more, including in relation to cultural heritage the widespread looting of Afghan sites. We need a holistic frame of analysis to appreciate the role each issue plays in the overall structure of any global criminal market, and a policy approach that does not artificially split up problems but rather seeks to engage with them in the naturally ‘knotted’ way in which they subsist. In relation to the criminology of the illicit traffic in cultural objects, this raises a context of global politics and political economy, local social norms, cultures and routines, and the historical development of the activities and ideas which support this trade.
