Tajikistan Education Reforms since Independence: An Analysis of National Education Quality Assurance Policies

Abstract:

Since gaining independence, the education system of Tajikistan has suffered serious quality decline, particularly in the area of access and equity. This paper will explore this country’s national edicts and formal policies (Laws, Strategies and Regulations) as adopted by the Government that articulate improving education quality at all levels, with a particular focus on higher education. My methodology will entail a historical and comparative content analysis of government documents since independence, looking specifically at how these papers define the notion of “quality in education.” I will also explore the Tajik Government’s current policy agenda related to educational improvement, particularly those policies couched in terms of international standards on quality assurance and including those specified in the Bologna process.
