Reforming Proposition 13 in Post-Financial Crisis California

Abstract:

This research-in-progress will present preliminary data from two surveys of adult Californians’ knowledge about and views on Prop 13, and proposed reforms. Since the movement that led to the passage of Proposition 13 in 1978, California has been a leader in the “tax revolt” and its institutionalization in politics There is a solid body of research on the social movement and political economic origins of Prop13 and there continues to be regular polling on support for Prop 13, but much less has been published about the racial, age, class, and political ideological correlates of current positions on Prop 13 and proposed reforms.
Analyses presented will include: 1. Exploring the relationships between knowledge about Proposition 13 and support for its provisions among different social groups; 2. Results of a quasi-experiment comparing views on Prop 13 of between those who were informed about some of its key provisions through the knowledge questions and those who were not; 3. Regressions that explore relationships between general attitudes toward Prop 13, its different provisions, and proposed reforms; some general attitudes towards taxes and government; political ideology; party id; identification with the Tea Party and Occupy movements; selected items from Social Dominance Orientation, Right Wing Authoritarianism, and neoliberalism scales; and social structural variables such as gender, race/ethnicity, social class, age, and migration status; 4. Comparing results from these surveys to those of a 2008 survey conducted before the financial collapse, and the Tea Party and Occupy movements.
