Abstract: World-class universities, often regarded as research universities, are a central institution in the context of global knowledge-based economy, to create and disseminate knowledge, to educate and generate human capital for technological and intellectual leadership, and to serve as an element of worldwide communication and collaboration. It is ultimately expected to play a crucial role in developing the nation’s international competitiveness. Thus, governments around the world have made it a policy priority to develop world-class universities and to ensure that their best universities are actually operating at the cutting edge of intellectual and scientific development. One of the common governmental responses and measures is to implement special initiatives, that is, to provide additional funding to promote national elite universities with explicit or implicit intentions to improve their position in the rankings. These special national initiatives to stimulate the development of world-class universities are illustrated by countries across the globe, both developed and developing, such as China’ 985 Project, Japan’s Centers of Excellence Programme, Korea’s Brain 21 Programme and Germany’s Excellence Initiative. This presentation provides a critical review of these initiatives in terms of their historical background, organization and management, and financial support, with the aim of exploring issues and concerns of implementing such funding policies.
