Abstract: Based on field research and on a nationally-representative survey of workersÂ’attitudes towards pension reform in Italy, this paper develops a constructivist argument about interest representation. Policy preferences, the paper argues, are to a large extent shaped by organizational processes taking place within organized interest groups. A decision-making process based on discursive democracy contributes to shape the attitudes and beliefs of a considerable portion of the organizationÂ’s constituents and, through this channel, favors the rallying of consensus for unpopular reforms.
