Abstract: As a qualitative project examining juvenile justice policy and practice, this research examines the perceived role of juvenile justice case managers working in MarylandÂ’s Department of Juvenile Services (DJS). This project is designed to qualitatively assess Faye Taxman and Douglas YoungÂ’s Juvenile Assessment, Referral, Placement, and Treatment Planning project (JARPP) that took place over a year spanning 2008 to 2009 with the Maryland DJS. The current research aims to qualitatively identify the effectiveness of the JARPP trainings as applicable to juvenile case managers in the state of Maryland. On a broader scale this research seeks insight regarding case manager role identification and perceptions of individual discretion and discretionary powers as a facet of the identity of juvenile case managers. This discretionary inquiry will specifically assess both policy and practice as it is officially documented, disseminated and interpreted by case managers. It is expected that further research relating to role identification pertaining to discretion among juvenile case managers in the Maryland DJS system will follow. This research is currently ongoing.
