Abstract: This presentation attempts a comparative case-study on how school leaders in two countries exercised instructional leadership under different national policies and systems. The study is based on two cases, involving one high school in the United States and one in China. It shows that their leadership approaches have displayed significant differences. Surprisingly, the study also shows similarities in stressing accountability, de-privatizing professional practices, and changing school cultures.
