Abstract: Heterogeneous language populations have a variety of political responses to the challenges posed by having a multilingual society. One of the options in the policy toolbox is a “language preservation” policy—a policy focused on maintaining the structure or use of a language. As with other language policies, elementary and secondary education often find themselves on the front lines of political wrangling about or implementation of this policy. Whether at the local or national level, the adoption of a language preservation policy will usually have implications for the education of relevant populations. But what is known about the prefixes and suffixes of such a policy?
National or local language policies have a variety of approaches to dealing with minority, regional, or ethnic languages. One policy approach is that of “language preservation”. This paper begins to investigate a little-researched area—the politics and implications of this type of national or local language policy, specifically as the policy is implemented in primary and secondary education. Relevant examples include the case of Native American languages in the United States and numerous regional languages in France. Often, the adoption of a “language preservation” policy is precipitated by a crisis-type realization of a threat to a language’s use or speakership. As language is intrinsically related to politics, economics, and culture, there are a variety of cases with different determinants and outcomes.
