Abstract: Wisconsin officials decided to focus their Anti-Gang Initiative funds on providing wrap-around service to improve job opportunities for released prisoners who had a history of gang involvement in Milwaukee. Officials agreed to choose among eligible prisoners on the basis of a lottery, and to cooperate in transferring necessary data to the research team. A foundation provided funding for the evaluation. There have been several delays in implementing the complex program due to both personal and systemic events, but the experiment at this point appears to be on track. The commitment from several top officials has been crucial all along, and so have the personal connections in Milwaukee and Wisconsin of the co-PI. In this presentation we describe the processes for randomization, data collection, and delivery of services that have been put in place.
