Abstract: Online professional development communities aim to improve teaching and learning practices by expanding access to quality materials, promoting the exchange of ideas, and reducing teacher isolation. Strong communities can improve subject knowledge and teaching practices, and empower educators within their schools, institutions, and communities. The technology tools for establishing a professional development community are simple, but powerful, and include connected computers, a dedicated portal, outreach, and computer literacy training for the community participants.

A higher education online community has registered over 80% of teacher educators in Afghanistan, and a similar initiative for medical education is yielding comparable results. These communities have built large digital repositories to share resources and participate actively in online discussions. A variety of surveys indicate that behavior changes in research, teaching, and computer use, as well as a greater sense of academic community, have resulted from access to and participation in these online communities. While many technology solutions may widen the education divide, a well-planned online professional development community offers educators an opportunity to strengthen their professional development.
