Abstract: This paper focuses on three “peddlers of poverty” in recent African American history: educational theorist and consultant Ruby Payne, divestment and underdevelopment strategies marketed and capitalized on by hip-hop firms, and the economic frustrations of the prison industrial complex. This paper presents policy suggestions in historical and thereotical contexts to address each of these disturbing economic trends.
