Abstract: The mobile phone revolution currently sweeping Africa is nothing if not exciting. The continent boasts the highest mobile telephony growth rates in the world, and opportunity for investment abounds. There can be no question that Africa is well on its way to experiencing a communications revolution, yet much remains for African governments still to do. While a limited number of governments have liberalized their telecom sectors, the remaining states must follow suit. Those that have liberalized now must shift their focus to regulation and tax reduction. In addition, governments must promote universal access, particularly to rural areas, and e-learning and e-health initiatives: such provisions for the common good are seldom—if ever—provided by an unfettered market. They must also focus on making a second revolution happen for their societies: an information revolution, for across the continent, access to information available over the Internet remains at extremely low levels. Fortunately, Africa’s governments can take advantage of the availability and affordability of new technologies—VoIP, for example—as well as learn from the experiences of other developing countries, to meaningfully enter the e-society.

Abstract: In my presentation I intend to explore the presence of the tale of Pyramus and Thisbe in Boccaccio's early works in order to study his inclination toward a kind of writing that is not necessarily allegorical, but that he achieves by writing works that cannot be defined as strictly realistic literature. I propose the tale of Pyramus and Thisbe as a point of departure for a study of Boccaccio's methodology: I claim that he needed the repertory of myth and allegory to elaborate his realistic writing within an idea of poetry and literature that both is 'useful' and transmits knowledge.

Abstract: e-Administration is an e-Platform for e-Governance for productivity improvement, transparency and accountability of Governments and private / service organizations.

It is a web based, platform neutral, paper less communication and work flow solution developed using open source tools (java, jboss, postgresql all running on Linux). The tool has the provision for self customization. Unique biometric identification of citizens and use of mobile phones can be integrated into the application.

It helps to integrate the working of the entire vertical and horizontal hierarchy of government and the business / citizen for G2G, G2B, G2C, B2C thereby making all communications seamless, transparent and accountable to all the stakeholders. Thus it can help in truly empowering the common man and woman who are generally voiceless and are marginalized. Here is a e-Tool that would help any citizen to file any request / petition online form any where at any time using the proposed 600,000 community service center kiosks being set up by Government of India. It can also help to track all the benefits extended to citizens to prevent middlemen from siphoning out the funds meant for the poor.

This is a practitioners paper based on the hands-on experience gained in actual implementation of e-Governance solutions in India. More details of the implementation of 'e-Administration' Tool can be seen at http://ll2b.blogspot.com. The biometric tracking initiative was recognized with the Manthan Award 2006 for creating India's Best e-Content for 'e-Inclusion and Livelihood' creation and was nominated from India for the World Summit Award 2007.
